Over the last thirty-plus years, Rowdy R. Montgomery, the principal owner and founder of Cadre Development, LLC, has developed a comprehensive understanding of the real estate development process. This work experience has included a wide range of roles, including developing a progressive 1,100-acre mixed-use community; corporate real estate and construction; regional property management; entrepreneurial real estate development; and hands-on construction management.

Experience:
President/Owner – Cadre Development, LLC (Commercial Development and Brokerage Firm – St. Louis, MO). Provide development and brokerage services for commercial and land development projects throughout Midwest.
- Developed 5,400 SF Build To Suit in Creve Coeur, MO for Scotsman Coin & Jewelry.
- Completed the entitlement and sale of a lot for Goddard School and a 10-lot residential subdivision in Creve Coeur, MO.
- Facilitated sale of 10,000 acre Cattle Ranch near Fort Morgan, CO.
- Facilitated sale of 109 acre farm to Wentzville R-IV School District.
- Completed acquisition via 1031 Exchange and redevelopment of property for Complete Music in Creve Coeur, MO.
- Completed multiple retail and office leases including ongoing property and facility listing assignments.
- Providing asset management and leasing services for 42,000 sf retail center with outlot in St. Peters, MO.
- Assembled parcels for 5.72-acre interchange site in Lake Saint Louis, MO known as Prospect Grove and sold project to local development company via 1031 Exchange.
- Developed headquarters and branch facility for Champion Bank in Creve Coeur, MO – currently occupied by Enterprise Bank & Trust.
- Developed 5.5-acre retail, office and outlot development at I-55 and Imperial Main Street interchange in Jefferson County – currently providing leasing services.
- Procured two retail bank sites and one back office location for regional bank.
- Completed pre-development work and lease negotiation for a national bank anchored retail center on Hwy. K and Crusher Rd. in O’Fallon, MO.
- Co-Managed development of a 33,000 sf retail strip center at Hwy. K and Hwy. 40 in O’Fallon, MO.
- Provided complete development services for a 14,200 SF medical/office building in Wentzville, MO.
- Subdivided five commercial lots on Schroeder Family Farm in Wentzville, MO. – All Five Lots SOLD – currently providing brokerage services for family.
- Provided pre-development services for $20,000,000 hotel project at Persimmon Pointe Corporate Centre in O’Fallon, MO.
Development Partner – Retail Realty Group, LLC (Commercial Brokerage and Development
Firm – St. Louis, MO) Provided development and brokerage services for commercial projects
throughout Midwest (Independent Contractor).
- Co-Managed development of 100-acre regional shopping center in Lake St. Louis, MO.
- Brokered three sites for Wal-Mart in Missouri.
- Completed construction management of 10,000 SF retail strip center in Desloge, MO.
- Provided development management for 26,000 SF retail strip center in Plymouth, IN.
Vice President of Development – R.G. Brinkmann Company (Commercial G.C. & Developer). Managed all facets of commercial real estate development projects and business development throughout the Midwest.
- Managed development of 70,000 SF service center in Fountain Lakes Commerce Center – St. Charles, MO.
- Managed development of 90-acre mixed-use development at Hwy. K and Hwy 40 in O’Fallon, MO called Persimmon Pointe Corporate Centre.
- Managed development of 46,000 SF bank anchored Class A office building in Chesterfield Grove development in Chesterfield, MO.
- Procured site and managed pre-development of service center for House of Denmark in Chesterfield Valley.
- Brokered space for two service center tenants in Chesterfield Valley.
- Procured over $35,000,000 of construction projects for affiliated construction company.
Director of Development – McEagle Development, L.C. (Commercial Real Estate Developer). Managed all facets of commercial real estate development projects within the state of Missouri.
- Managed development activities for 1,100-acre mixed-use community in O’Fallon, MO called WingHaven, which included, among others, the following responsibilities and projects:
- Development of $150M 525,000 SF Global Operations Center for MasterCard International. Included three office buildings, state-of-the-art data center, public entitlements through job creation and public financing mechanism;
Development of 75,000 SF class A three-story office building with 50,000 SF anchor tenant with a 13-year full service lease; - Development of 70,000 SF two-story build-to-suit for corporate office/research facility with a 15-year NNN lease;
- Acquisition of 200-acres of highway frontage to support commercial development and location of future interchange;
- Development of covenants and restrictions that govern WingHaven;
- Managed design and development of full-access interchange at WingHaven entry;
- Managed design and implementation of all utilities including advanced telecommunications solution;
- Assisted in public/private partnership with the City of O’Fallon to secure arterial road design and funding through design-build process which captured future road tax revenue through forward funding vehicle;
- Assisted in zoning and master planning of WingHaven;
- Development of $150M 525,000 SF Global Operations Center for MasterCard International. Included three office buildings, state-of-the-art data center, public entitlements through job creation and public financing mechanism;
- Managed lease-up of 30,000 SF speculative office building in Sunset Hills, MO.
- Negotiated 5-acre ground lease which converts to building lease upon completion of build-to-suit medical office building for BJC Health Systems in Sunset Hills, MO.
- Assisted in formation of public/private partnership with the City of Eureka, MO in order to help fund the proposed development of an 800-acre industrial park utilizing Neighborhood Improvement District and Chapter 100 ordinances. Included directing design of park infrastructure and securing of first occupant for park – 200,000 SF steel manufacturer.
- Completed development of 617,000 SF build-to-suit distribution, manufacturing and office facility in Springfield, MO for Reckitt & Colman under a 10-year NNN lease.
Director Real Estate – Venture Stores, Inc. (Regional Department Store). Managed new store and excess property real estate acquisitions, development and disposition throughout the Midwest.
- Negotiated and implemented build-to-suit opportunities to fill in existing markets.
- Redeveloped existing shopping centers through inline expansion and outparcel development.
- Located and secured retail space for testing of new dollar store concept and developed methodologies for future rapid growth of concept.
- Negotiated and managed third party brokerage accounts.
- Transactions included the following inline and outparcel deals: Price Chopper, Burger King, Lonestar Steakhouse, Schlotzky’s Deli, Sav-a-lot, three Venture Dollar stores, Sunny China Buffet, Hancock Fabrics, Colonel Day stores, H&R Block, two outparcel ground leases to Pace Properties and a Jump-N-Shout.
Manager Site Development and Real Estate – Venture Stores, Inc. (Regional Dept. Store)
Manage new store and excess property real estate development programs for new and existing Venture store sites and special projects in new and existing retail centers throughout the Midwest.

Developed and managed the maintenance, product services, electronics services and property management functions through the direct supervision of 17 in-house associates, outsourced
consultants and contractors for twenty-seven existing Venture stores in two Midwest districts.

Managed design and construction of new 96,000 SF to 110,000 SF retail stores, store and
support facility remodels and special projects throughout the Midwest.
